    The paper studies optimal control problems of systems governed by linear partial differential equations. The main result concerns the existence of a solution with non-convexity assumptions for the cost function, more precisely when the cost function is given by: \[ J(u,y)=\int_ \Omega(f_ 1(x,y)+f_ 2(x,u))d\Omega+\int_ \delta(g_ 1(s,\gamma y)+g_ 2(s, v))d\Gamma \] with \(f_ 1(x,.)\) and \(g_ 1(x,.)\) concave. The general problem is formulated in an abstract way and several examples for elliptic or parabolic equations are developped. For example, for the elliptic case, an existence result is proved when the cost functions is given by: \[ \int_ \Omega\bigl(| u|^ p-| y|^ 2\bigr)d\Omega+\int_ \Gamma\bigl(| v|^ p-|\gamma y|^ 2\bigr)d\Gamma. \]
