[The articles of this volume will not be indexed individually.] This timely proceedings, dedicated to the memory of William Fred Noh, one of the pioneers in modern computational fluid dynamics, collect the twenty-seven papers, presented at four conference sessions on I. hydrodynamics, II. mesh management and visualization, III. transport, diffusion and parallel computing, IV. SHP (smooth particle hydrodynamics) and analysis/error evaluation. The introduction discusses the aims of the conference and gives an overview of the papers in some detail. The contributions focus on the use of general connectivity (unstructured) adaptive meshes for Lagrangian calculations but contain also a substantial amount of material in Eulerian and arbitrary Lagrangian- Eulerian (ALE) techniques as well. Contributions on the SPH-method and on deterministic vortex methods broaden the scope of the material and permit comparisons of different, though allied techniques. In addition to the presentations, round table discussions were held to extend and summarize informal discussions. A very valuable edited version of these round table discussions is included in the proceedings. A paper submitted by a group of Chinese researchers is appended at the end of the book. This conference is a continuation of the first Free Lagrange- Conference [\textit{M. J. Fritts, W. P. Crowley} and \textit{H. Trease} (eds.), The free-Lagrange method. Proceedings of the first international conference on free-Lagrange methods (1985; Zbl 0573.00014)]. Researchers and practitioners on numerical techniques will appreciate this new addition to the CFD-literature.
