Let \(D\) be the unit disc in the complex plane with boundary \(\Gamma\). The author studies the boundary value problems \[ {\partial w\over\partial\overline z}+B\overline w=H,\;z\in D,\text{ Re}\left\{\sum^ n_{j=0}a_ j(t){\partial^ jw\over\partial t^ j}\right\}=f(t),\;t\in\Gamma; \tag{1} \] \[ \Delta u+au_ x+bu_ y+cu=h,\;x+iy\in D, \sum^ n_{j=0}\sum^ j_{k=0}a_{j,k}(t){\partial^ ju\over\partial\xi^{j-k}\partial \eta^ k}=f(t),\;t=\xi+i\eta\in\Gamma \tag{2} \] in the case when \(n\geq 2\) and the Lopatinskij condition is violated at some points on \(\Gamma\). He investigates the Fredholmness of the degenerate elliptic problems (1), (2) in certain weighted spaces of differentiable and Hölder continuous functions and derives formulas for the index. This generalizes earlier results of the reviewer in the case \(n=1\).
