The first characterization: every pre-measure is a measure (of course only two-valued measures are considered on the algebra generated by closed sets). The second characterization: the set of measures greater than a given measure form a chain. Also the lattice of open sets is examined and a few conclusions about extremally disconnected spaces are derived.
