The author proves an asymptotic formula for the mean value \[ \sum_{q \leq Q}{q\over\varphi(q)}\sum_{\chi\neq \chi_ 0}\Bigl|{L'(1,\chi)\over L(1,\chi)}\Bigr|^ 4. \] The result involves a complicated main term together with the error term \(O(Q\log^ 5Q)\). An ingredient in the proof is the Bombieri-Vinogradov theorem on primes in arithmetic progressions.
