Let \(k\) be an algebraically closed field of characteristic not two, \(V\) a 2-dimensional vector space over \(k\). Let \(V\otimes V\) be decomposed as a direct sum of two subspaces \(W_ 1\) and \(W_ 2\). The author previously constructed a quadratic bialgebra \(F(W_ 1,W_ 2)\) as a certain quotient of the free matrix bialgebra \(F=M(2)\). The quantum matrix bialgebra \(M_ q(2)\) had been realized as \(F(W_ 1,W_ 2)\) where \(W_ 1\) and \(W_ 2\) had dimensions 1 and 3. In this paper, the author constructs a new one-parameter family \(B_ \lambda=F(W_ 1,W_ 2)\) of quadratic bialgebras, where \(W_ 1\) and \(W_ 2\) both have dimension 2, and \(\lambda\neq 0\), \(\lambda^ 4\neq 1\). There is an associated Yang- Baxter operator. \(B_ \lambda\) is cosemisimple if \(\lambda\) is not a root of 1 (as is \(M_ q(2)\)). \(B_ \lambda\) is given in two ways by generators and relations. Most of the paper is a study of the simple modules and simple comodules of \(B_ \lambda\).
