The following result is known: If \(L\) is an \(R.A.\) loop (i.e. a loop whose loop algebra over any ring with no 2-torsion is alternative), then it contains a group \(G\) with \([L:G]=2\), such that for the centers hold \(Z(G)=Z(L)\) and \(G/Z(G)\cong C_ 2\times C_ 2\), where \(C_ 2\) is a cyclic group of order 2. In this paper the authors investigate necessary and sufficient conditions for the class of all finite groups to satisfy \(G/Z(G)\cong C_ p\times C_ p\), where \(p\) is a rational prime. This statement is used to describe isomorphisms of rational group algebras in terms of the structure of the given groups. The isomorphism question is extended to alternative loop algebras over the field of rational numbers.
