    For \(0<\alpha<n\) and \(f\in L^ 1_{\text{loc}}(\mathbb{R}^ n)\), \(f\geq 0\), let \(U_ \alpha f\) be the Riesz potential of \(f\) of order \(\alpha\). In this paper, the author first investigates various kinds of behavior of \(U_ \alpha f\) at a point -- continuity, fine limits, radial limits and limits of means -- in case \(f\) satisfies the condition \[ \int \Phi_ p(f(y))\omega(| y|)dy<\infty, \tag{*} \] where \(\Phi_ p(r)\) is a positive function on \((0,\infty)\) of the form \(r^ p\varphi(r)\) with \(\varphi(r)\) nondecreasing and of logarithmic type, and \(\omega\) is a positive monotone function on \((0,\infty)\) satisfying the \((\Delta_ 2)\)-condition. Next, the author studies the boundary behavior of \(U_ \alpha f\) at the boundary \(\partial D\) of the half space \(D=\{x_ n>0\}\) when \(f\) satisfies the condition \[ \int_ G \Phi_ p(f(y))\omega(y_ n)dy<\infty \tag{**} \] for any bounded open set \(G\subset \mathbb{R}^ n\). In this connection, global fine limits, limits along a set (nontangential or tangential), curvilinear limits are discussed and the results are applied to the boundary behavior of Beppo-Levi-Deny functions \(u\) on \(D\) satisfying \[ \sum_{|\lambda|=m} \int_ G \Phi_ p (| D^ \lambda u(x)|) \omega(x_ n) dx<\infty \] for bounded sets \(G\) in \(D\). \(\alpha\)-Green potentials and logarithmic potentials are also treated.
