The author gives a lucid description of the difficulties involved in producing stable high-order finite-difference schemes for initial-boundary-value problems for hyperbolic partial differential equations. Then he provides an approximation which is strongly stable when only the spatial variables are discretized. Even so, he gives an example showing that when the time is also discretized, the time step may need to be smaller than for the corresponding Cauchy problem.
