The author study the behavior of a linearly elastic composite consisting of a homogeneous matrix containing a statistically inhomogeneous random set of ellipsoidal inclusions, when the concentration of inclusions is a function of coordinates, and non-uniform boundary conditions take place. The micromechanics based approach that the authors utilizes is a generalization of the ``multiparticle effective field'' method. The author demonstrates the nonlocal dependence of elastic moduli and conditional averages of strains in components on the concentration of inclusions. An explicit representation for the strain concentration operator is obtained in the form of a differential operator of second order acting on a sufficiently slowly varying average strain.
