    A semi-Riemannian hypersurface \((M,g)\) of dimension \(n\geq 4\) in a semi-Riemannian manifold \((N,\widetilde g)\) is said to be a 2-quasi-umbilical hypersurface if at every point \(x\in M\), the second fundamental form \(H\) satisfies the equality \(H=\alpha g+\beta u\otimes u+\gamma v\otimes v\), where \(u,v\in T_x^*M\) and \(\alpha, \beta, \gamma\in\mathbb{R}\). On the other hand, the semi-Riemannian manifold \((M,g)\) is called a manifold with pseudosymmetric Weyl tensor if at every point of \(M\) the tensors \(C\cdot C\) and \(Q(g,C)\) are linearly dependent (condition \((*)\)), where \(C\) is the Weyl conformal curvature tensor of \((M,g)\) and \(C\cdot \) denotes the derivation determined by \(C\), that is, \[ (C\cdot C)(X_1,X_2,X_3,X_4;X,Y)=(\widetilde C(X,Y)\cdot C)(X_1,X_2,X_3,X_4) \] where \[ \widetilde C(X,Y)=\widetilde R(X,Y)-{1\over{n-2}} (X\wedge\widetilde SY+\widetilde SX\wedge Y- {4\over{n-1}}X\wedge Y), \] \(\widetilde R\) and \(\widetilde S\) standing for the Riemannian curvature tensor and the Ricci operator, respectively. The tensor \(Q(g,C)\) is defined by \(Q(g,C)(X_1,X_2,X_3,X_4;X,Y)=((X\wedge Y)\cdot C)(X_1,X_2,X_3,X_4)\). The main result of the paper (Theorem 3.1) states that every 2-quasi-umbilical hypersurface in a conformally flat manifold is a manifold with pseudosymmetric Weyl tensor. As a consequence of this theorem, the authors show the following: (a) every hypersurface \(M\) in a Riemannian space of constant curvature \(c\) satisfying the equality \[ \delta_M={{n-2}\over 2}({{n^2}\over{n-1}}\|\widetilde H\|^2+(n+1)c), \tag{\(**\)} \] \(\delta_M\) being a certain constant, is a manifold with pseudosymmetric Weyl tensor; (b) every tubular hypersurface about a surface is a 2-quasi-umbilical hypersurface realizing \((*)\). In particular, every generalized Cartan hypersurface is a manifold with pseudosymmetric Weyl tensor; (c) any hypersurface in a Riemannian space of constant curvature realizing the equality \((**)\) is a manifold with pseudosymmetric Weyl tensor.
