The paper gives a new characterization of closed and open maps into \(k\)-spaces and of closed and open maps into arbitrary spaces. These characterizations along with two lemmas, which concern compact subsets of \(S_2\)- and \(S_1\)-spaces and which are proven in the authors' previous paper [ibid. 72, No. 3, 191-195 (1996; Zbl 0902.54014), see the review above] are used to generalize results of \textit{A. V. Arkhangel'skij} [Trans. Mosc. Math. Soc. 13(1965), 1-62 (1967); translation from Tr. Mosk. Mat. O.-va 13, 3-55 (1965; Zbl 0149.40403)], \textit{N. Bourbaki} [Elements of Mathematics, General topology, Part 1 (1966; Zbl 0301.54001)], and \textit{R. V. Fuller} [Pac. J. Math. 25, 495-509 (1968; Zbl 0165.25304)].
