Let \(F\) be a local field and we are given an abelian variety \(X\) over \(F\). The inertia subgroup \(I\) of the Galois group \(\text{Gal}(F^{\text{sep}}/F)\) contains a subgroup \(I'\) such that \(X\) has a semi-stable reduction over an extension \(F'/F\) if and only if \(\text{Gal}(F^{\text{sep}}/F') \subset I'\). The authors prove many new and interesting properties of the subgroup \(I'\). In particular they show that the finite group \(I/I'\) injects into the group \(GL(t_1 - t,\mathbb{Z}) \times Sp(a_1 - a,\mathbb{Z}_l)\) for all but finitely many primes \(l\). Here \(t\) and \(a\) (respectively, \(t_1\) and \(a_1\)) are the toric and abelian ranks of the special fiber of the Néron model of \(X\) over \(F\) (respectively, over an extension where \(X\) has semistable reduction).
