Let \(X\) be an irreducible affine variety of dimension \(n\) over a field \(k\). Let \(Y \subset X \times {\mathbb A}^r\) be a local complete intersection curve of pure dimension one such that the conormal bundle is trivial. It is known that \(Y\) is a complete intersection if \(r \geq 2\). The case \(r = 1\) led to the question whether such curves are zeroes of sections of vector bundles of rank \(n\). There are counter-examples to this question if \(n \geq 3\). However, if \(k\) is an algebraically closed field and \(X\) is smooth, the authors showed that this question has an affirmative answer in part I of this paper [\textit{S. M. Bhatwadekar} and \textit{R. Sridharan}, Invent. Math. 133, No. 1, 161-192 (1998; Zbl 0936.13005)]. Inspired by the results of that paper one may raise the following problem. Let \(A\) be an affine domain of dimension \(n \geq 3\) over an algebraically closed field \(k\). Let \(I \subset A[T]\) be a local complete intersection ideal of height \(n\) such that \(I/I^2\) is generated by \(n\) elements. Does there exist a projective \(A[T]\)-module \(P\) of rank \(n\) such that \(I\) is a surjective image of \(P\)? This paper gives an affirmative answer when \(k\) has characteristic zero.
