The fractional maximal operator \(M_s\) of order \(s\in(0,n)\) is given at a~locally integrable \(f\) on \(\mathbb R^n\) by \((M_sf)(x)=\sup\{|Q|^{\frac sn-1}\int_Q|f|\}\), where the supremum is extended over all cubes in \(\mathbb R^n\) with sides parallel to coordinate axes and containing~\(x\). The paper is devoted to the investigation of when \(M_s\) is bounded from one weighted Lebesgue space \(L^p_v\) into another, \(L^p_u\), where \(1<p<\infty\) and \(u,v\) are weights. \textit{E. Sawyer} [Stud. Math. 75, 1-11 (1982; Zbl 0508.42023)] characterized such boundedness by the~condition \[ \int_Q(M_s\sigma\chi _Q)^pu\leq C\int_Q\sigma <\infty, \] where \(\sigma =v^{-\frac 1{p-1}}\). This condition involves the operator \(M_s\) and also integration over arbitrary cubes. Later, \textit{C. Pérez} [Indiana Univ. Math. J. 43, No. 2, 633-683 (1994; Zbl 0809.42007)] established a~more manageable sufficient condition, namely \[ |Q|^{\frac sn}\left({|Q|}^{-1}\int_Q u\right)^{1/p} \left(|Q|^{-1}\int_Q \sigma^t\right)^{1/(tp')} <C, \] for some \(t>1\) and \(C>0\) independent of \(Q\), which still involves integration over arbitrary cubes. The conditions \[ R^{s-n}\left(\int_{|x|<R} u\right)^{1/p} \left(\int_{|x|<R} \sigma\right)^{1/p'} <\infty \] and \[ \left(\int_{|x|>R} |x|^{(s-n)p}u(x) dx\right)^{1/p} \left(\int_{|x|<R} \sigma\right)^{1/p' } <\infty \] for every \(R>0\), are clearly necessary. The main result of the paper states that they are also sufficient as long as both weights \(u\) and \(\sigma \) are radial monotone.
