The main aim of the authors is to show the dependence of the low-frequency asymptotic expressions of the electromagnetic wave, scattered by a bounded body, on the topological properties of the latter. To this end they consider a nonhomogeneous dielectric body which involves inside a perfect conductor and is illuminated by a plane wave. Their first result is that the total electromagnetic field, say \((E^\omega,H^\omega)\), can be decomposed into a sum of two terms as follows: \[ H^\omega= u^\omega+ \text{grad} p^\omega, \quad E^\omega= (i/\omega \varepsilon)\text{curl} H^\omega, \] where \(\omega\) stands for the angular frequency while \(u^\omega\) and \(p^\omega\) satisfy certain variational equations which have unique solutions. Then, assuming expansions of the forms \[ u^\omega= u^0+\omega u^1+\cdots, \quad p^\omega =p^0+ \omega p^1+\dots, \] they obtain a recursive system of equations to obtain uniquely the coefficients \(u^0\), \(p^0\), \(u^1\), \(p^1\) etc. \{Reviewer's remark: Notice that the notation used in the paper is not clearly and completely defined.
