The authors study the integrable problem of three vortices on a plane and on a sphere. The analysis is based on a special reformulation of the problem using the variables which the authors call ``internal''. This description offers some advantages over existing representations and allows to establish some analogies between the problem under study and the Euler-Poisson problem in rigid body dynamics. The classification of Poisson structures is carried out.
