    The author shows that if \(R\) is a semiperfect ring such that \(\text{soc}(_RR)^2\cdot\text{rad}(R)=0\), then there exists a 3-fold torsion theory of length 2 in the category of left \(R\)-modules. When \(R\) is a dual ring, i.e., a ring satisfying the double annihilator condition on left and right ideals, this torsion theory reduces to the Goldie torsion theory, which is then centrally splitting. It is also shown that a dual ring can be decomposed into a direct sum of a semisimple ring and a ring with essential left singular ideal.
