    This paper continues the author's study of Mori contractions \(f:X \rightarrow Z\) from threefolds to surfaces [see \textit{Yu. G. Prokhorov} in: Birational algebraic geometry, Conf. algebraic geometry, Memory W.-L. Chow, Baltimore 1996, Contemp. Math. 207, 119-141 (1997; Zbl 0911.14002), Sb. Math. 188, No. 11, 1665-1685 (1977); translation from Mat. Sb. 188, No. 11, 99-120 (1997; Zbl 0921.14025) and J. Math. Sci., New York 95, No. 1, 1986-1995 (1999)], especially of the local structure of \(f\). Let \(f:X \rightarrow Z\) be a Mori conic bundle, i.e. an equi-dimensional contraction from a threefold \(X\) with only terminal singularities onto a normal surface \(Z\) such that \(-K_X\) is \(f\)-ample. In the analytic situation we assume that \(Z\) is an analytic germ at a point \(o\), and \(X \supset C\) is a germ along the reduced curve \(C = f^{-1}(o)_{\text{red}}\). The paper regards the case when there exists an integer irreducible Weil divisor \(S\) such that \(f(S)\) is a curve \(R \subset Z\) and \(K_X+S\) is purely log-terminal and anti-ample. The main result, theorem 2.10, shows that then the log-canonical divisor \(K_X+S\) is either 1- or 2-complimentary. The study of the 3-dimensional case is based on understanding first the structure of contractions from a surface to a curve. Such contractions are classified in section 1 (see theorem 1.10) by using the technics of complements from \textit{V. V. Shokurov} [Russ. Acad. Sci., Izv., Math. 40, No. 1, 95-202 (1993); translation from Izv. Ross. Akad. Nauk, Ser. Mat. 56, No. 1, 105-203 (1992; Zbl 0785.14023)].
