The purpose of this paper is to construct a new family of smooth irregular surfaces in \({\mathbb{P}}^4\) which are ruled by conics. They have degree \(8\) and sectional genus \(5\) and are missing from two independent classification papers, namely by \textit{C. Okonek} [Math. Z. 191, 207-223 (1986; Zbl 0611.14032)] and \textit{P. Ionescu} [in: Algebraic Geometry, Proc. Int. Conf., Aquila 1988, Lect. Notes Math. 1417, 138-154 (1990; Zbl 0709.14023)]. Let \(I_X\) be the ideal of a non-rational smooth projective surface in \({\mathbb{P}}^4\) with degree \(8\) and sectional genus \(5\). By a simple argument using Beilinson's spectral sequence, one can compute \(h^pI_X(n)\) for all \(p\) and \(n\) and construct a rank \(5\) locally free extension \(G\) of \(I_X(3)\) by \({\mathcal O}_{{\mathbb{P}}^4}(-1)^4\) which appears as the cohomology sheaf of a monad involving bundles of differentials on \( {\mathbb{P}}^4\). Conversely, the dependency locus of \(4\) general sections of \(G(1)\) is a smooth surface with the desired structure and invariants. In the last section, a stable locally free rank \(3\) quotient of \(G(1)\) is studied with various other examples.
