    A \(C^*\)-algebra \(A\) is said to be antiliminal if no non-zero positive element in \(A\) generates an Abelian hereditary \(C^*\)-subalgebra; \(A\) is called antiliminal-by-Abelian if it is the extension of an antiliminal \(C^*\)-algebra by an Abelian one. An elementary operator on \(A\) is a linear mapping \(S:A\to A\) of the form: \(S(x)= \sum_{1\leq j\leq n} a_jxb_j\), \(x\in A\), where \(a_j\), \(b_j\) belong to the multiplier algebra of \(A\). In this paper, the authors prove that the following three conditions on a \(C^*\)-algebra \(A\) are equivalent: 1) Every positive elementary operator on \(A\) is completely positive. 2) For every elementary operator \(S\) on \(A\), \(\|S\|=\|S\|_{cb}\). 3) \(A\) is antiliminal-by-Abelian.
