The notion of comeasuring bialgebra is obtained from the monograph [\textit{M. E. Sweedler}, Hopf algebras, Benjamin (1969; Zbl 0194.32901)] by partial dualization. By definition, a comeasuring of a unital algebra \(A\) is a pair \((B, \beta)\) where \(B\) is a unital algebra and \(\beta:A\to A\otimes B\) is an algebra homomorphism. The key object studied in the paper is, when it exists, the initial object, \((M(A),\beta_U)\), in the category of comeasurings of \(A\). \(M(A)\) is suggested to play the role of a 'quantum diffeomorphism group'. The construction is presented not only in an abstract form but also a much more explicit version is developed when using structure constants. This makes it possible to work out in detail a series of examples. Particularly, explicit formulae are derived for \(q\)-diffeomorphisms of the line, of the quantum plane and of a finite set. Various choices of the base field \(k\) are considered. The final part of the paper explains the construction of comeasuring bialgebras using \(R\)-matrix approach.
