A standard Lagrangian in two dimensions is \(L = m\dot x^2/2 + \lambda \varepsilon_{ij} x_i \dot x_j\), which mixes free particle action with an electromagnetic potential term. This Lagrangian is not invariant under Galilean boosts, however, and the present paper concerns itself with a ``higher order'' Lagrangian \(L = m\dot x^2/2 - k \varepsilon_{ij} \dot x_i \ddot x_j\) which has the required symmetry properties (together with appropriate conserved quantities). This model is then quantized and it is shown that the resulting dynamics is described by the superposition of a free motion in a space with two noncommuting variables and `internal' oscillator modes.
