All groups in this paper are finite and soluble. Let \({\mathcal F}\) be a saturated formation. \textit{R. Carter} and \textit{T. Hawkes} introduced \({\mathcal F}\)-normalizers of groups [J. Algebra 5, 175-201 (1967; Zbl 0167.292)]. If \({\mathcal H}\) is also a saturated formation, then the class \({\mathcal H}_{\mathcal F}\) of all groups whose \({\mathcal H}\)-normalizers belong to \({\mathcal F}\) is a formation, but need not be a saturated formation. The main theorem of the paper is as follows. Suppose that \({\mathcal H}\) is a saturated formation, \({\mathcal F}\) a proper saturated subformation of \({\mathcal H}\) and \({\mathcal N}\) the formation of all nilpotent groups. Then the following statements are pairwise equivalent: (i) the formation \({\mathcal H}_{\mathcal F}\) is saturated; (ii) \({\mathcal {NF}} \subseteq {\mathcal H}\); (iii) \({\mathcal H}_{\mathcal F}= {\mathcal F}\).
