The existence of a solution to a particular control problem is proven by treating the latter together with an associated tangential problem, as a set of constraints. The method of proof is based on Lagrange multipliers, a postulated auxiliary Hamiltonian bounded by a quadratic form, and a thus resulting Lipschitz condition. Contrary to what is stated in the title, the sought control function is not constructed. It is not even proven that this function is constructible, i.e. that it is expressible in terms of the state-variables.
