The article deals with boundary problems for the degenerating elliptic equation \(u_{xx} + yu_{yy} + \alpha u_y = 0\) in a domain \(\Omega\) which is bounded by a curve \(\Gamma\) lying in the upper half-plane and by an intercept \(AB\) on the \(x\)-axis or in a domain \(\Omega' = \{(x,y) : y > 0\} - \overline \Omega\). The author seeks a solution of the Dirichlet problem in the form of a double layer potential and a solution of the mixed problem in the form of a single layer potential. He deduces formulas for the limits of the potentials and their conormal derivatives on the boundary and then he converts the given problems to integral equations on the boundary. He proves existence and uniqueness for the boundary value problems by using the Fredholm alternative.
