The paper presents a far reaching rigorous renormalization group analysis of one of the most important models in quantum fields theory and statistical mechanics: the two-dimensional quantum sine-Gordon model. The model is defined by the measure \(\exp (-{\mathcal A} (\varphi)) d \varphi\) where the action \({\mathcal A}( \varphi)\) has the form: \[ {\mathcal A} (\varphi) = {1 \over 2 \beta} \int \varphi (- \Delta + m^ 2) \varphi - z \int \cos \varphi. \] The bulk of the paper is devoted to the massless \((m=0)\) case, for the whole range of the renormalisability of the model: \(0 < \beta < 8 \pi\). The ultraviolet problem is controlled at fixed volume. Also, uniform estimates on the long distance decay of correlations, are obtained.
