This paper deals with the functional congruence (1) \(f(x+y) - f(x)-f(y) \in K\) where \(f:E \to F\), \(E\) and \(F\) real topological Hausdorff vector spaces, and \(K\) is a countable discrete subgroup of \(F\). In the line of many other papers on this topic, the authors look for conditions which guarantee that the function \(f\) has the form \(A+k\), where \(A:E \to F\) is a continuous linear operator and \(k\) is a function taking values in \(K\) only. Consider the following condition: (H) \(E\) is a real topological vector space, \({\mathfrak M}\) is a \(\sigma\)-algebra of its subsets and there exists a \(\sigma\)-ideal \({\mathfrak I}\) of subsets of \(E\) such that the following three conditions are fulfilled: 1. \(E \notin {\mathfrak I}\); 2. if \(M \in {\mathfrak M} \cap {\mathfrak I}\) then \(nM \in {\mathfrak I}\) for every positive integer \(n\); 3. if \(M \in {\mathfrak M} \backslash {\mathfrak I}\) then \(0 \in \text{Int} (M-M)\). The main result is the following Theorem: -- Assume (H), and let \(F\) be a locally convex real topological vector space and \(K\) be a countable, discrete subgroup of \(F\). Suppose \(f:E \to F\) satisfies (1) and \(f^{- 1}(W) \in {\mathfrak M}\) for every open subset \(W\) of \(F\). Then there \(f\) can be decomposed as described above.
