    [For Part I see Bull. Am. Math. Soc., New Ser. 13, 49-51 (1985; Zbl 0656.55009).] For \(V\) a hypersurface with isolated singularities and no singularities at infinity there is first established a relation between the groups \(\pi_ n (\mathbb{C} \mathbb{P}^{n + L} - V)\) and \(\pi_ n (\mathbb{C}^{n + 1} - V)\). Then the group \(\pi_ n (\mathbb{C}^{n + 1} - V)\) is calculated in terms of the geometric monodromy defined by a generic pencil of hyperplane sections of \(V\) and this linear representation. Then a necessary condition for the vanishing of \(\pi_ n (\mathbb{C}^{n + 1} - V)\) and restrictions on it imposed by the local type of singularities and the behavior of \(V\) at infinity are given. There are also given two methods for the construction of hypersurfaces for which \(\pi_ n (\mathbb{C}^{n + 1} - V) \neq 0\) and this group is calculated for them.
