The authors consider the scalar neutral functional differential equation (1) \((d/dt) \int^ 0_{-\infty} g(s)u(t + s)ds = 0\) for \(t \in [0,\infty)\), \(u(t) =\varphi (t)\) for \(t<0\) where \(\varphi \in L^ 2_ h = \{f \in L^ 1_{\text{loc}} (-\infty,0] : \int^ 0_{-\infty} e^{-\omega s} h(s)f^ 2 (s)ds < \infty\}\), \(\omega>0\), with norm \(\| f \|^ 2 = \int^ 0_{-\infty} e^{-\omega s} h(s)f^ 2(s)ds\). Problem (1) can be reduced to the abstract Cauchy problem \((d/dt)x(t) = Ax(t)\) with the operator defined by \(\text{Dom} A = \{f \in L^ 2_ h \cap W^{1,1}_{\text{loc}} (-\infty,0) : df/ds \in L^ 2_ h\), \(\int^ 0_{-\infty} g(s) df/ds\;ds = 0\}\) and \(Af = df/ds\). The main result is: The operator \(A\) defined above generates a \(C_ 0\)- semigroup \(S(t)\) on \(L^ 2_ h\). If \(f \in \text{Dom} A\) and \(u\) is defined by \(u(s) = (S(t)f)(s-t)\) for some fixed \(t\), then \(u\) is the unique solution of (1) with initial function \(f\). In particular, the definition of \(u\) is independent of \(t\).
