Let \(\sigma_a (n)= \sum_{d\mid n} d^a\) denote the sum-of-divisors function, i.e. the sum of \(a\)-th powers of positive divisors of \(n\) \((\sigma_0 (n)= d(n)= \sum_{d\mid n} 1\), the divisor function). Continuing his study on fractional partial sums and divisor functions [the author and the reviewer, Number theory and combinatorics 1984, 119- 183 (1985; Zbl 0601.10032)], the author considers the sums of these sum- of-divisors functions with negative power weight. The author has obtained a lot of asymptotic formulas for sums \(\sum_{n\leq x} n^{-1} \sigma_a (n)\) and for the sums (resp. integrals) of associated error terms in terms of Chowla-Walum's \(G_{a,k}\)-functions defined by \(G_{a,k} (x) := \sum G_{n\leq \sqrt {x}} n^a \overline {B}_k ({x\over n})\), where \(\overline {B}_k (t)= B_k (t- [t])\), \([t]\) denotes the integral part of \(t\) and \(B_k (t)\) is the \(k\)-th Bernoulli polynomial. Then applying the best known estimates for these sums (including those of Pétermann, and Huxley and Watt), the author considerably improves the hitherto known best estimates for them. A typical example is the improved form of Amitsur's formula \[ \sum_{n\leq x} {{d(n)} \over n}= {1\over 2} \log^2 x+ 2\gamma \log x+ \gamma^2+ 2\gamma_1+ O(x^{- 15/22} \log^{22/69} x). \] Theorem 1 covers the case \(t>0\), \(0\leq a-t\in \mathbb{Z}\) while Theorems 2-4 state the cases where \(t=a+k\) \((k\in \mathbb{N})\), \(0\leq a\). The author, in giving a rich amount of these formulas, does not give detailed proofs but only an indication of the proofs. The interested reader is advised to ask the author to send a more complete version of the paper published (jointly with the reviewer) [Kinki Rev. Arts Sci. 4, No. 7, 1-40 (1990) and Vol. 5, No. 3, 1-51 (1991)]. Care must be taken in referring to these rather obscure journals since strangely enough, they are not consecutively numbered. For instance, there do not exist Vol. 5, Nos. 1, 2.
