Let \(G\) be a finite group. To determine when a given \(p\)-subgroup \(D\) of \(G\) is a defect group is an open problem in the modular representation theory of finite groups. In the present paper the author finds necessary and sufficient conditions in the case when \(D\) is a strong \(p\)-subgroup of \(G\). By definition a \(p\)-subgroup \(D\) of \(G\) is called a strong \(p\)- subgroup if \(N^{(D)}_G/D\) has a strongly \(p\)-embedded subgroup. In particular the author proves a strong \(p\)-subgroup \(D\) of a finite group \(G\) is a defect group for some \(p\)-block of \(G\) if and only if there exists a \(p'\)-element \(x\) in \(G\) such that \(D\) is a Sylow \(p\)-subgroup of \(C^{(x)}_G\).
