    The author considers the half-space boundary-value problem for the vector kinetic equation \[ \mu{\partial\over \partial x} \psi(x,\mu) + \Sigma \psi(x,\mu) = c \int^ \infty_{-\infty} \exp(- \mu'{}^ 2) \psi (x,\mu')d\mu',\tag{1} \] \(\lim_{x \to +0} \psi(x,\mu) = \psi_ 0(\mu)\), \(\mu > 0\), \(\lim_{x \to ^ +\infty} \psi(x,\mu) = A\), \(\mu < 0\); where \(x > 0\), \(\mu \in (-\infty,0) \cup (0,+\infty)\), \(\Sigma = \text{diag}\{\sigma_ 1,\sigma_ 2\}\), \(C = [C_{ij}]\) is a square second-order matrix, and \(\psi(x,\mu)\) is a vector column with elements \(\psi_ 1(x,\mu)\) and \(\psi_ 2(x,\mu)\). The goal of the present paper is to solve the problem (1) in case of an arbitrary nonsingular matrix \(C\). The solutions of equation (1) in the form \(\psi_ \eta(x,\mu) = \exp\biggl(-{x\over \eta}\biggr) F(\eta,\mu)\), \(\eta \in \mathbb{C}\), and the characteristic equation \((\eta \Sigma - \mu I) F(\eta,\mu) = \eta Cn(\eta)\) are given, where \(I\) is the unit matrix, and \(n(\eta) = \int^ \infty_{-\infty} \exp(-\mu^ 2)F(\eta,\mu)d\mu\) is a normalization vector with elements \(n_ 1(\eta)\) and \(n_ 2(\eta)\). Moreover, the author discusses the expansion of the solution with respect to the eigenvectors and biorthogonality of the eigenvectors.
