This is an interesting expository article, without detailed proofs which discusses the construction of stationary modifiers for wave operators in long-range scattering for a certain class of Hamiltonians \(L(g,A,V)\) appearing in quantum mechanics and taling the form \[ L(g,A,V) = - G^{1/4} (\partial_ j + A_ k) G^{1/2} g^{jk} (\partial_ k + A_ k) G^{-1/4} + V, \text{ in } \mathbb{R}^ n. \] Here, \(g = (gik)\), \((g^{ik}) = g^{-1}\), \(G = \text{det} g\) and \(A = (A_ 1, \dots, A_ n)\) represents a magnetic potential. It is shown how to construct stationary modifiers for \(L\) following the method Isozaki and Kitada except that stationary phase techniques are replaced by the method of Enss on the propagation of observables. By means of such modifiers one is able to construct a parametric for \(U(t) - \exp (-itL)\) in terms of \(U_ 0 (t) = \exp (- itL_ 0)\), \(L_ 0 = - \Delta\). Applications are given to local spectral densities and to the theory of the Aharonov-Bohn effect. In the first section propagation estimates are given using the limiting absorption principle. The paper is written in an extremely fluent and informative manner.
