Minimal and constant mean curvature hypersurfaces with constant scalar curvature in the unit sphere are studied. There was conjectured by R. Bryant that a (piece of a) minimal hypersurface of constant scaler curvature is isoparametric (that is, all the principal curvatures and their multiplicities are constant). The main result of the paper is the following theorem: a closed hypersurface of constant scalar curvature and constant mean curvature in a sphere is isoparametric provided it has 3 distinct principal curvatures everywhere. In particular, if such a hypersurface is minimal then it is either an equator, a product of two spheres or a Cartan minimal hypersurface. The result of the paper supports both the Bryant Conjecture and the Chern Conjecture [\textit{Y. T. Siu} and \textit{S.-T. Yau}, Semin. differential geometry, Ann. Math. Stud. 102, 363-380 (1982; Zbl 0493.53049)].
