    This paper is a sequel to the authors' previous joint work [part I, J. Algebra 149, 454-471 (1992; Zbl 0774.20005)] and to the second author's paper [J. Algebra 156, 395-406 (1993; Zbl 0782.20010)]. Let \(G\) be a solvable finite group, and let \(N\) be a normal subgroup of \(G\) such that \((G,N)\) is a Camina pair and \(N\) is contained in a Sylow subgroup \(P\) of \(G\). The following are shown to be equivalent: a) \((P,N)\) is a Camina pair, b) \(P\) is normal in \(G\), and c) \(\langle pnp^{-1} n^{-1} \mid n \in N,\;p \in P\rangle\) is a normal subgroup of \(G\). A second main result characterizes the finite nonabelian groups for which every nonlinear irreducible character vanishes outside the center. As a corollary, it is shown that a \(p\)-group \(P\) is semi-extraspecial if and only if \((P,Z(P))\) is a Camina pair and the nonlinear irreducible characters of \(P\) are zero on \(P \setminus Z(P)\).
