The author is considering the structure of ruled symplectic 4-manifolds. He computes the symplectic radius of rational ruled symplectic 4- manifolds and shows that on any topological \(S^ 2\)-bundle \(V\) over a surface of any genus (except \(S^ 2 \times S^ 2\)), there exist forms \(\omega\) which give to \(V\) the structure of a symplectic ruled manifold and are such that the symplectic space \((V,\omega)\) contains a symplectic ball of capacity \(\pi r^ 2\) larger than the base. He proves that the blowing-up process of a disjoint symplectic embedding of the standard ball in a given 4-manifold \(V\), gives rise to a unique symplectic manifold (up to isotopy) and \(V\) is a ruled symplectic 4-manifold having a sufficiently large base.
