The author studies diagonally dominant splitting and introduces some necessary and sufficient conditions for the convergence of general splittings of matrices in the first part of the paper. The theory is applied to the block Jacobi, block Gauss-Seidel, BJOR, BSOR and to other block iterative methods. Finally, some sufficient conditions for divergence are given.
