A spectral boundary value problem for the nonstationary one-velocity transport equation with a parameter in the boundary conditions is considered. Applying the method of spherical harmonics the author shows that the spectral problem is equivalent to an eigenvalue and eigenfunction problem for some quadratic operator pencil and that the spectrum of this problem is discrete. A theorem on completeness and minimality is proved.
