\textit{R. Betti}, \textit{A. Carboni}, \textit{R. Walters} and the reviewer [``Variation through enrichment'', J. Pure Appl. Algebra 29, 109-127 (1983; Zbl 0571.18004)] showed that the theory of categories with homs enriched to be arrows in a base bicategory was tractable and included the theory of parametrized (variable, indexed) categories. The present paper extends the theory of locally presentable categories to this enriched setting. The case where the base category had one object (and so amounted to a monoidal category) was developed by \textit{G. M. Kelly} [``Structures defined by finite limits in the enriched context. I'', Cah. Topologie Géom. Différ. 23, 3-42 (1982; Zbl 0538.18006)]. However, even in that case, the techniques of the authors are quite different. They transform the problem to one for variable categories (hence the title of the paper) then use classical Gabriel-Ulmer theory pointwise.
