The theory of regular Runge-Kutta methods (i.e., methods that avoid spurious fixed points) is extended to the case of embedded Runge-Kutta pairs used in variable stepsize mode with local error control. A new concept -- regularity at zero tolerance -- is introduced, and it is shown how regularity results for small tolerances can be derived.
