Let \(X\) be a smooth projective quasi-Fano 3-fold (i.e., the anti-canonical bundle \(-K_X\) is big and nef) over the complex numbers. Then, having argued that the local deformations of \(X\) are unobstructed (i.e., that \(\text{Def} (X)\) is smooth), we study the behaviour of the Kähler cone when \(X\) moves in its Kuranishi family, and show that it is not locally constant at the origin if and only if \(X\) contains a smooth rational ruled surface possessing suitable numerical properties with respect to the canonical divisor. We then also describe the family of all one-parameter deformations of \(X\) isomorphic to a given one over the punctured disc, in terms of flops centered on these ruled surfaces.
