Linear, finite-dimensional, continuous-time, uncertain control systems are considered. It is generally assumed that the uncertainty in the control system is deterministic and satisfies an integral quadratic constraint. A discussion of this assumption is also presented. Next, the concept of robust output feedback constrained controllability is introduced and discussed. Using a Riccati differential equation, necessary and sufficient conditions for robust output feedback controllability with constrained controls are formulated and proved. Moreover, several remarks and comments concerning the relations between controllability and optimal control problems are presented. Similar uncertain linear control systems have been recently considered in the paper by \textit{A. V. Savkin} and \textit{I. R. Petersen} [Int. J. Robust Nonlinear Control 5, No. 2, 119-137 (1995; Zbl 0829.49003)].
