The authors consider both continuous-time and discrete-time systems of the form \[ \dot x= (A+E)x,\quad x_{k+1}= (A+ E)x_k, \] where the nominal system matrix \(A\) is a Hurwitz (resp., Schur) matrix and \(E\) is a structured perturbation matrix. In particular, \(E\) is taken to be of the form \(E= \sum^m_{i=1} k_iE_i\). The perturbation matrix may be time dependent. The paper contains several criteria for robust stability based on the notion of matrix measure. Numerical examples show that the proposed approach is less conservative than those previously obtained in the literature.
