Given a finite group \(G\) and a normal subgroup \(H\) of \(G\), the authors define a notion of projective \(G\)-set relative to \(H\). A notion of tensor product of projective and ordinary \(G\)-sets is defined via wreath products. The main result is an analog of Clifford's decomposition of an irreducible linear representation as a tensor product of projective representations.
