Let \(\omega_0\) be the standard symplectic structure on the tangent bundle \(TM\) of a closed Riemannian manifold \((M,\langle,\rangle)\). If \(\Omega\) is any closed two-form on \(M\), then \(\omega= w_0+ \pi^* \Omega\) is a new symplectic structure on \(TM\) (where \(\pi: TM\to M\) is the canonical projection). The author investigates the Hamiltonian flow \(\varphi_t\) induced by \(\omega\) and the Hamiltonian \(H(v)= {1\over 2} \langle v,v\rangle\). If \(\langle,\rangle\) is negatively curved, then for \(\Omega\) small enough this flow is an Anosov flow. It is shown that under the additional hypothesis that \(\Omega\) is exact, the strong stable and strong unstable foliations for this flow can only be of class \(C^1\) if \(\Omega\) vanishes identically. The proof starts with the observation that the exterior differential of the one-form \(\pi\) on \(H^{-1} ({1\over 2})\) which vanishes on the strong stable and strong unstable foliation for \(\varphi_t\) and takes the value one on the vector field associated with \(\varphi_t\) equals \(-\omega\) provided that the foliations are of class \(C^1\). He then applies the theory of convex superlinear Lagrangians developed by Mather and Mañé of the Lagrangian \(L(v)= H(v)- \Theta(v)\) where \(d\Theta =\Omega\). The argument uses the strict critical value of \(L\) as defined by Mañé and the action on the first homology group of \(M\) of the flip \(v\to-v\).
