Linear, infinite-dimensional discrete-time control systems with constant coefficients are considered. It is generally assumed that the controls take their values from a given cone in an infinite-dimensional Banach space. Using the methods of functional analysis, necessary and sufficient conditions for approximate controllability in a finite number of steps are formulated and proved. Then the obtained results are applied to solve approximate controllability problems for linear functional differential equations with distributed delays in the state variables and with positive controls. Simple numerical examples are also given. The relationships to the results existing in the literature are presented. Similar constrained controllability problems for infinite-dimensional control systems have been recently considered in the paper [\textit{Nguyen Khoa Son}, A unified approach to constrained approximate controllability for the heat equations and retarded equations, J. Math. Anal. Appl. 150, 1-19 (1990; Zbl 0715.93004)].
