Let \(R\) be a Noetherian regular local ring of dimension \(d\). The main result of the paper is an explicit computation of integers \(\varphi_i (h,b, e)\), \(i=1,\dots, h\leq d\), such that for any finitely generated Cohen-Macaulay \(R\)-module \(M\) its Betti numbers satisfy \(\beta_i(M) \leq\varphi_i (h(M), \beta_0(M), e(M))\), \(i=1, \dots,h(M)\), with \(h(M)=\text{codim} M\), \(e(M)=\) multiplicity of \(M\). This bound is sharp, i.e. for \(h,b\geq 1\), \(e\geq b(h+1)\) there exists a finitely generated Cohen-Macaulay module \(M_0\) such that \(h(M_0)=h\), \(\beta_0 (M_0)=b\), \(e(M_0)=e\) and \(\beta_i(M_0) =\varphi_i(h,b,e)\). -- There is a similar result for polynomial rings. In the proof some new results on the behavior of binomial and sub-binomial transforms are used.
