      The main objective of this paper is to construct a certain closed hyperbolic 3-manifold. It is the ideal boundary of a complex hyperbolic 4-manifold. The manifold is constructed in the following way. The author starts with \(CH^{2}\) and the group \(PU(2,1)\) which is, up to index two, its isometry group. He then defines a group \(G(4,n)\); it is a group on three generators, defined via a presentation. Next, for \(n \geq 5\), representations \(\rho(4,n) : G(4,n) \to PU(2,1)\) are constructed. It is proven in the paper that \(\rho (4,n)\) is discrete. \(\Gamma (4,n)\) is its image, \(\Omega (4,n) \subset S^{3}\) the domain of discontinuity, and \(\Lambda (4,n) = S^{3} \setminus \Omega (4,n)\) the limit set. The main result is that \(\Omega (4,7) / \Gamma (4,7)\) is a hyperbolic orbifold with underlying space \(S^{3}\). Descriptions of the objects defined above are given. The proof involves detailed analysis of these objects, the various groups and their actions. At a certain point, one must check a finite but long (over a million) list of cases, and this is accomplished by computer.
