[For part II see SIAM J. Numer. Anal. 38, 1926-1960 (2001; Zbl 0988.65110).] A spectral element discretization for the Stokes equations in a disk with discontinuous boundary data is considered. Based on the variational formulation in the primitive variables of velocity and pressure error estimates in Sobolev spaces with appropriate weights are derived. An algorithm is presented and numerical results confirm the efficiency of the method.
